Hello, I accidentally let my url domain name expire. I would like to renew and change. My question is. If I purchase the premium plan, under ArquilaToddDotCom.wordpress.com, can I then change my URL to http://www.arquilatodd.com like before?

Once a domain expires, it goes through a series of steps that make it increasingly difficult (and more expensive) to renew. Your domain now appears to be in the redemption period. Along with a paid plan(personal, premium or business), you would need to pay an additional fee of 80$ to recover it back. You can learn more about it here:
If you confirm on the fees, we can get the staff attention to get the process started ahead. The other option would be to wait for it to be available in the open pool again and hoping to book it before anyone else does.

All the plans are available with an annual payment option. Just for information, if you just need a Custom Domain a Personal plan can be suitable as well. Premium subscription is useful for users who would like to have advanced design features like Custom CSS, Fonts and Colors.
Second, how long will it take for it to be available in the open pool for me to get it at that time?It takes approximately 90 days for it to get released depending on various factors. Your expiration date is 2017-07-02. You can keep checking the availability accordingly.

It was possible to recover the domain for some weeks after expiration, but due to the length of time that has passed this is no longer possible.
If a domain is not redeemed by the original owner and is not purchased at auction, it is usually returned to the pool of available domain names and can be registered again on a first-come, first-served basis.
I’m unable to give you an exact timeframe, so I recommend you keep checking to see if the domain has become available again.

We aren’t notified when a domain is released but you can check to see if it available on this page:
https://wordpress.com/domains/add/
Once the domain is available, it can be registered with any domain provider you choose.
