renewal of an expired domain

  Hello, I was the owner of the domain blondetrotter.com and I let it expire in 2013 as I was not working on it anymore. I would like to reopen it, and restart it… how can I proceed? Where do I pay? What shouldI do? thank you and best regards, ER
