Repeat Vistor Subscription Form

I have a repeat visitor block on all of my pages that appears after five visits, saying ‘Come here often? Why not subscribe?’ with a subscription form below.
I’ve visited the site more than five times whilst logged in to my WordPress account and it’s appeared, which is correct.
But when I log out of my WordPress account when I’m done editing, and then log back in again another time to continue working on my site, and I visit the site on my account, it doesn’t recognise that I’m a repeat visitor, and the block doesn’t come up.
Is a repeat visitor block only for a single visit when you visit more than one page? I thought that it meant it counted up the visits of a user, on separate times, and it was after the actual looking at the site five times that the block appeared. Have I misunderstood?The blog I need help with is: (visible only to logged in users)

Hi there,
This block sets a cookie in your browser when you visit the page, and that cookie keeps track of the number of visits.
If you don’t see the block content on your site after logging out and back in, that means the cookie was deleted from your browser in the meantime.
This also means for people who set their browser to automatically delete cookies every time they close it, or who block cookies completely, the block content will never appear, as we have no way to track how often they view your page in that case.
