  i want to change the name of the domain

  It does mention in this article that if you change your blog address, permalinks to your old address, including search engine results will be broken unless you purchase a Site Redirect upgrade.

  To change the Name of the site, go to Settings->General->Site Title.

  Note that changing your blog ADDRESS means you can never use the old URL again, nor can anyone else.

  The http://en.support.wordpress.com/changing-blog-address/ link is incorrect, there must have been updates because on mine it says nothing along the lines of “change URL”. It allows me to view stats etc. but nothing to do with URLs.

  Hmm, it appears some others are having this issue:

  This thread suggests making sure you are logged in as the account that owns a blog as only the owner (not admins) will see the “change address” option.

  Not sure if that helps in your case?
