  How can I supstitute my existing wordpress.com blog with the new one I have done on my local server? I want to migrate all the information, including theme and plugins.

  You can transfer data including posts, pages, categories, tegs, and comments using the Tools → Export and Tools → Import options in each blog. You can transfer images by making sure to select the the option to import media in step two of the import process on the new blog. There is not a way to migrate the theme and plugins so you would need to set those up manually.
