Replacing an existing website with a new wordpress one

  I have a website that was created on a package that is being retired. I want to build a WordPress website to replace it, can I build the site first on a temporary domain and then upload it to the existing domain to replace the old site?

  The blog I need help with is: (visible only to logged in users)

  You can create another free site like https://taytoosullivan.wordpress.com/ and upgrade to a paid plan to map/transfer a domain owned elsewhere to that site whenever you’re ready.
