replacing existing site

A friend secured my domain name here (larrymellman.com), made himself the administrator for my website, and has been paying the fees. In March he attempted to use Elementor to recreate my site. He then dropped the project leaving me with a mess. As of now, the site is nonfuntional. I would like to keep using my domain name but create a new site myself, dropping my old co-administrator, so I am the sole administrator and he is out of the picture, and transfer the billing to me. I need to replace the broken website which is doing me no good. Please advise. Thank you.
