I am trying to replace media (pdf) file in wordpress.com media library (keeping old URL). There are suggestions to use Enable Media Replace plugin, but no new plugin can be installed in wordpress.com.

The blog I need help with is: (visible only to logged in users)

Hi there, as you mentioned, it’s not possible for us users to install 3rd party plugins. That functionality is only available on installs of the standalone WP software. More about that here: https://en.support.wordpress.com/plugins/

There used to be a button available when you went to edit the media in the Media Library that allowed you to replace a specific file, but I’m not seeing that any longer. I’ve tagged this for Staff input.

I misremembered the location of that button. You need to edit in the WP Admin Editor the Post or Page where the media file appears and then edit the media file itself to get to the Advanced Options.

However, it does not appear that this method works for anything other than image files. Sorry for no better news.

So the short answer is that it’s not possible to replace a PDF file and maintain the same URL.

One thing you might want to consider is hosting such PDF files offsite. There are two reasons for this. One so it is easier to replace a file if you know you will be frequently replacing it (like a schedule or programme that is updated) and the other is that in a Public site, all the media files are crawled and indexed by search engines in case this is something you wish to keep out of search engines.
