Replacing old site with WordPress

  What’s the process for changing a current site to WordPress? I understand that you first have to install WordPress into a sub folder on my hosted server, build the site, then once it’s ready to go live, somehow let WordPress site know that it’s supposed to use the base URL. How do I do this?
