reply to approved comment on my post

How do I upload my reply to comments on my blog? I write in my reply, but it is not saved or posted along with the comment that I had approved.
The blog I need help with is: (visible only to logged in users)

If you’re on TalkTalk, you need to contact them. They’ve apparently blocked WP.com for some reason.

It’s an internet service provider in the UK. Lots of people are affected by their blockage.
If you’re not a customer of theirs, please give us more details. Are you replying via an app, via the drop-down notifications on the Admin bar, or what? Please give us a direct link to a comment to which you’ve replied where your reply does not show up. Note that your replies if made from the drop-down don’t show in Recent Comments for a half hour or so.

I approve the comment, then on the Comments page, I click reply to that comment, and write my reply in, but then there is not place save or submit that I can see.
Strange, as I’ve successfully replied to comments before.
The latest comment I tried to reply to was by David Travers on my site.

When you click “reply” and you get the reply field, do you also have the blue “Reply” button in the lower right of this reply field as shown in this screenshot?
