One of our regular commenters is having trouble using the default user comment block at the bottom of articles/comments page. That differs from the better comment editor, Reply to Comment editing program, ie: http://expreacherman.wordpress.com/wp-admin/edit-comments.php?comment_status=all
My question is whether that editing application is available to either Editor, Author or Contributor? (or just to a regular commenter)? If so how?

The full editor is only available to Authors on their own posts, and Editors and Administrators outside of their posts.
The main comment form on the actual posts and pages is a bit more basic.

I understand the basic difference.. but by “full editor” do you mean the “Reply to Comment” editor that I use as Administrator or the “Add new Post” editing application? They are different.. and my primary concern is for a commenter to be able to use the “Reply to Comment” application editor.Do I understand you to mean that once a person is delegated as an Author or Contributor they have access to <b>both</b> editing apps?

The comment editor in the Dashboard, which you refer to as the “Reply to Comment application editor,” is only available to users who have either written the post that the comments are on, or users with the Editor or Administrator role.
Average commenters cannot use that editor.
