Report on a cyberbully/ abuser

I would like to report someone who is supporting suicide and is abusing my followers through cyber bullying. How can I report this person while she/he does not have a wordpress? I have saved all the things this person has said to not only me but also to another fan.
I don’t take many hate seriously since I am an adult, though many of my followers are still in their teens and will react more sensitive to ‘go kill yourself’ or words as ‘slut’ and many more.
I ask for your help to ban this person from WordPress, for this person cannot stand that other people have different opinions

WordPress.com can only act against a person if that person has a blog on this platform, and you can only report the content of someone’s blog, you can’t report them for what they say in comments. They cannot ban someone for being an ass, unfortunately.
If that person is posting comments on your blog it is because you made it possible for him. You have complete control over who can and cannot leave comments on your blog. You can also delete any comments you don’t want on your site.
First, go to Settings ->Discussion in your dashboard and select either the option that users must be registered and logged in to comment or that they must at least leave a name and email to comment. http://en.support.wordpress.com/who-can-comment/
Next, I’d advise you activate comment moderation. That way you can decide which comment you’ll allow to appear and which not. http://en.support.wordpress.com/settings/discussion-settings/#before-a-comment-appears
You can also add this person’s email address and username to the comment blacklist. That way any comments from him will automatically go into spam: http://en.support.wordpress.com/settings/discussion-settings/#comment-blacklist
Lastly it’s a good idea to write a comment policy for your blog that clearly states what is and isn’t allowed and how you will deal with people who break the rules. Thank you for the quick and detailed reply, I have saved it and am now doing the things you advised me to. Though it is pretty sad that there is no official way yet to ban a person yet who says:
go kill yourself
to anyone.

On the one hand I agree with you, on the other hand freedom of speech means you’re allowed to be a jerk, a bigot, whatever. We can’t deny someone’s freedom of speech because we disagree with what they say, for whatever reason and even if they’re doing the same, and the WordPress.com policy reflects this principle.
But on your blog you make the rules. You have the right to determine the boundaries on freedom of speech in your space and you can ban them from your blog.

The reason trolls behave like trolls is to gain attention. Do not allow trolls to use your blog as a platform to abuse others. Black list them. http://en.support.wordpress.com/settings/discussion-settings/#comment-blacklist But don’t include their IP address when you do. IP addresses are no longer unique, so if they are using a normal ISP (slave spammer labor using their own computer and internet connection) there is a chance that you would be blocking a lot of legitimate users. ISPs will sometimes assign hundreds of people to a single IP address to save money.
Everything posted on a blog contributes to its brand and the blogger’s reputation either positively or negatively. Generally, delete garbage comments that lack value and don’t mark anything that is not spam as spam! I screws up the spam filter when you feed it garbage.
Who cares what a crackpot says? Don’t read it. No one can trigger your emotions unless you allow them to. For advice see here:
