Request for refund of $13 and $18 for new domain

    My current domain site wp-admin not working, and Word Press not getting installed to my sub domain site, which is windows server, tried to resolve this from last 2 weeks, but still in same error, I wanted to cancel my domain mapping and request for a refund of #13 and wanted to go for a new domain registration and mapping options with WordPress for $18. Is this can be done refund of $13 and go for $18?
