I want to submit an application for my account which is considered to be in violation or abuse, I as the owner of the site feel that I have not done anything wrong or abuse my site
can my site be restored to normal

Suspended sites are never discussed in this public forum. As very clearly indicated on your site, the only way to restore your site is by following the link to the Support Document to contact the TOS-team.
