Requesting a refund for a site that is no longer live

I just noticed I was charged for a WooCommerce subscription through my WordPress.com account after going over my billing statement – the hosting and email service on that domain is no longer active, and as such the website is unusable and I cannot use the subscription that I’ve just been charged for. Is it at all possible to request a refund?
