Require Plug-In that Will Allow User to Make Private Comments on Pages / Posts

Hi,
I’m looking to create a new WP site, but one of the main functions I require is to create pages / posts that will allow each user to make their own comments that can only be seen by them. Not only comments are required, but it would be good if users can also mark the pages as complete.
The site is all about assigning tasks to everyone on the site, they should be able to mark them as complete / in progress, and allow them to make notes whilst in progress etc.
Is there a plug in that can do this for me?

You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no FTP access https://en.support.wordpress.com/ftp-access/ to wordpress.com hosted blogs and there is no blogger installed plugin capability

You can have either a public or a private WordPress.COM hosted blog and there is no limitation on the total number of contributors to any blog. If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author. Contributors cannot upload images. If you want users to receive updates each time you publish new content you can invite them to be a follower/viewer.

Lastly, there is a built-in spammer prevention so send out only 10 invitations at one point in time and then wait and manage those before sending out 10 more.
