RATS! I’m sorry :( I just copied and pasted a link above that I ought to have changed before pasting. Here we go again.
When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username account.
There is no expiration date on reserved blogs or on registered blogs that are unused. If you own the designtoimpress username account
https://en.forums.wordpress.com/profile/designtoimpress then you can log in as Admin under that account and register the blog. http://en.support.wordpress.com/register-a-blog/ If you don’t own that username account then you cannot register the reserved blog. -
However, the good news is that you can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

I did not register a username account with that name, i actually did it with the one i’m using right now. The thing is that i was registering a new account as well as the new blog, i filled everything including the blog name “designtoimpress.wordpress.com” but did not registered it, I then clicked on the terms of service so a new tab opened… i started filling the information again in the new tab so i closed the first one i was working on…. When i tried to register the name of the blog again it told me that it was reserved….
if i don’t have that user name does it mean that i wont be able to use that blog name??

timethief is correct. I believe the first tab may have not progressed far enough to tell you that the name was not available for registration.
Since that username was already created by someone else, you won’t be able to create a new blog with that address.
As an alternative, you can register a custom domain (e.g. example.com) that is to your liking if there is a name you’d like that is not available on WordPress.com so the initial address of your blog may not be as important if going that route.
If you have any questions or need additional information, please let me know.
