Reserved URL?

I see in this FAQ post (https://en.support.wordpress.com/recycling-blog-names/) your explanations about existing and deleted blogs, but nothing about reserved URLs. I read somewhere else that sometimes URLs are automatically reserved under certain circumstances but they aren’t necessarily locked in to being used. I own a dot com URL (i.e. http://www.samplename.com) and am interested in claiming samplename.wordpress.com. Can anyone clarify for me what exactly it means for a URL to be reserved, and how I can contact the current owner of that URL if there isn’t actually a blog there? Thank you.

When a username account is created on WordPress.com, the matching blog is reserved.
You can try to contact the owner via a contact form or commenting. If the owner agrees, there is a simply way to transfer the blog: http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
If there is no contact information WordPress.com will not provide you with an email address due to privacy policy reasons.
Assuming that can’t contact the owner, you can register another blog with a similar name: http://en.support.wordpress.com/register-a-blog/
Or even better, you can get rid of the .wordpress.com part and map your existing domain instead: https://en.support.wordpress.com/map-existing-domain/
