  I would like to start my wordpress from scratch. I also want to use the theme I purchased months ago and I don’t know how to do this. Do I have to upgrade first?

  If you want to empty your site to start over, you can either empty your site or create a brand new blog.

  Regarding your theme query, all the previous purchased themes are for a specific site only. If you had deleted your site, your upgrades/purchases will not be present for your site.
