resize header for mobile without premium?

Hi! I am currently trying to set up my first portfolio on wordpress.com. I do not want to pay for wordpress until I know I’ll be able to make money from it.
The only issue I’m having is that I’m not able to resize my header image for mobile without premium. Is there a way to resize my header for mobile without using CSS? Thank you.

From what I’ve read, the size of your image should fit your theme’s dimensions and you can crop it so it fits, but it seems that the size of the image is defined by the theme.
There is also Flexible Headers that will accept a bigger image than the one defined by the theme, you can learn more about it following the link.
It seems that for now, the solution for your problem would be to find a different theme that works for you. In the same guide, they show you how to find themes with Custom Headers and Flexible headers.

To add to what @cuellin noted, you can also create a custom header using Full Site Editing. In your custom header, you can use a cover block, and adjust its width to your liking.
As all themes on WordPress.com are responsive, you might find that using the site editor is a great way to design your site without the need for custom CSS.
