  How do I resize an image in a footer? I keep rescaling it but nothing changes.

  Are you talking about carenm1.sg-host.com? If so, I’m afraid that your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted with Siteground.
