Hello there,
If you are interested to reduce the physical size (MB to KB etc..) you can use a site like imageoptimizer.net and reduce the size even from a mobile phone and then upload the picture to your site on WordPress.com. Imageoptimiser also has options to reduce the dimensions of an image.
If you are looking to resize the image dimensions of an image in an already existing post by editing the html code of the image inserted in the post. I hope you are using the WordPress app.
An inserted image is usually in the form
<a href="https://sarutest2.files.wordpress.com/2015/02/img_4152.jpg"><img src="https://sarutest2.files.wordpress.com/2015/02/img_4152.jpg?" alt="IMG_4152" class="alignnone size-full" /></a>If you edit this to look like
<a href="https://sarutest2.files.wordpress.com/2015/02/img_4152.jpg"><img src="https://sarutest2.files.wordpress.com/2015/02/img_4152.jpg?w=300" alt="IMG_4152" <em>class="alignnone" width="300" height="225"</em> /></a>
then your post will have the images in the size(width and height) you have specified.Feel free to get in touch if you have any questions

@altitude08
Lately we are all feel pressured to post huge images into our blogs but doing that makes little sense at all, and is not in our best interest. Your best approach is to prepare every image by optimizing it for the web and by resizing it to fit the space you intend to use it on on your blog prior to uploading is. http://onecoolsitebloggingtips.com/2012/03/26/cropper-or-proper-image-preparation/ Then (1) you will get better image quality (2) you will not be wasting your free image storage allocation and (3) you won’t be troubleshooting images. -
