resizing text box

  I want to reduce the amount of white space around the header and content of the box on my home page but do not see how to resize the box which contains the text. Can anyone point the instructions out to me?

  Changing this requires the use of Custom CSS. It becomes available when upgrading the site to WordPress.com Business or Premium.

  If i upgrade do I have to pay the full amount or just the difference between the personal and business amount?
