    Hi,

WordPress is a CMS that exists in two variations, .org and .com. The backend will make possible for you to write articles, pages, create menus, etc. What will be responsive is the theme (the look of the website) used to show the content you created in the backend. You can learn more about the difference between .com and .org here : http://en.support.wordpress.com/com-vs-org/

Quick summary of the above link : People who wants to get their hands dirty, want to build your own theme from scratch, try plugins, etc. will go the .org route. If you want simplicity and stability, go the .com way.

There is a lot of responsive themes on .com that are already well configured, it’s up to you !
