If the theme description, (Sorbet), indicates it looks great on any device, does that mean it’s a responsive theme and will look the same on phones, tablets or desktops? Or must it specify “responsive device” in the description?

Please read the detailed theme description page at http://theme.wordpress.com/themes/sorbet/
Then see here http://theme.wordpress.com/themes/features/responsive-layout/
Know that responsive layout means the layout adapts depending on the size of the device being used to view your site. When responsive width themes are viewed on mobiles sidebars appear below the posts in order to provide as much space as possible for reading.
The mobile theme is a completely different theme. When we use a responsive theme we disable the mobile theme Go to > Appearance > Mobile and disable the mobile theme
