Rest Api for Business Plan

  Hi. i would like to purchase business plan for one of my website used for ecommerce purpose. but i don’t want payment gateway. so i’m ok with business plan.
  My question is can i able to access rest api of the website hosting at wordpress.com business plan? because i want to connect the website into android app. so the rest api access is needed. i searched online but no answers.

  Also i like to know about the refund policy.
