restore a wordpress site

    I have a backed up wordpress site, file extension .sql that I would like to fully restore and make live. I need to create a new URL for the site (my former collaborator owns the former URL and is not cooperative). I just started a new wordpress URL, but would ultimately like the site to be under a custom URL that I will purchase from GoDaddy. I would love someone to walk me through the process of restoring the site.

    WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

    The backup file you have is for a wordpress.ORG software install. You cannot import an file into any wordpress.COM hosted site that is not an XML export file. Moving from a Self-Hosted WordPress to WordPress.com
