Restore Domain

Hello again,
So is it possible for the domain name andrewrenomusic.com to be restored for https://andrewrenomusic.wordpress.com/ ?? Do I need a basic plan to transfer the DNS setting over to a new provider once the domain has been restored?
How long do I have to wait before the domain andrewrenomusic.com becomes available to the public domain again?
I find it frustrating that you (wordpress.com) need a business plan per site instead of having a business plan as a server and then making as many sites as you want under that business plan. (I found this out after making a website with wordpress.com *heavy sigh*)
Also since I want to point the DNS settings to siteground, will I have to pay for both wordpress plan and siteground plan just to maintain my domain andrewrenomusic.com and keep it functioning?

Newly registered domains are transfer-locked for the first 60 days. This lock is a standard practice required by the Internet Corporation for Assigned Names and Numbers (ICANN) and cannot be waived.
Your domain is within this lock period, which will expire on 31st January 2025.
During this time, you can update the Name servers to point to another host by following these steps- https://wordpress.com/support/domains/change-name-servers/#changing-name-servers-to-point-away-from-word-press-com
After the transfer lock is lifted, you can transfer the domain to another host by following these steps – https://wordpress.com/support/domains/transfer-domain-registration/
