Restrict users from editing publish date?

I’m working with an institutional install of WordPress (at a college), where the access to admin functions are severely limited for most users. One of our instructors uses a WordPress blog to take in assignments, and has his students added as Authors to the blog. He wants to make it so that the students can’t change the Publish Date – to make sure they’re submitting assignments on time. Is there any way to restrict certain users from being able to change the Publish Date of a post? I’m sure there’s probably a plugin that serves this function, but this particular installation doesn’t allow for plugins. Suggestions?

We need you to post an active link starting with http:// to the blog in question. Do be aware that this is the support forum that’s only for free hosted WordPress.com blogs. There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.
