No. Be aware that there is no blogger initiated advertising allowed and that includes paid or sponsored content and ad banners. There is a single advertising program called WordAds, which you can read more about here: http://wordads.co/ But as I said above advertising outside of WordAds at WordPress.com is not allowed. So, if I have an already made retargeting code made from datasphere, my marketing company, I can not apply it to my blog, or my website that was made by White Shark Media?
The other website is a wordpress.org, would that one be able to be coded? Since it was made by White Shark Media? And if so, can you tell me where I would be able to place the code?

Yes you can post that code on a WordPress.org install. No we do not provide support for WordPress.org installs here at WordPress.com. WordPress.com and WordPress.org are completely separate and different http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
