Retargeting pixel from FB into wordpress

There are plenty of instructions available on how to install the retargeting pixel for FB but I can’t find the specific HTML and/or don’t know the place to look for the following in my wordpress site. I have custom CSS. Am I suppose to place it there? I don’t have an ‘editor’ in my appearance section. If anyone can give me some guidance I would appreciate it. I sent this to wordpress a few days ago and have not gotten an reply.

Here is an example of instructions:
Go to your dashboard and select Appearance (on the left hand menu bar) and then Editor.
From there, you can view your Templates, followed by php files on the very right.
Select the “footer.php” from the php files, scroll down to the closing body tag, and place the retargeting pixel directly above it. (Note: if you don’t see “footer.php” then just hit Control or Command F on your keyboard, type in “footer.php” and hit Enter or Return. CTL+F=AWESOME)

The blog I need help with is: (visible only to logged in users)

Hi there, those instructions are for self-hosted WordPress installation. We cannot edit the theme php script files here at WordPress.com.

Thank you for your response. So for those using a theme like me I have no way of being able to utilize the tools that FB and Google have released to help market my business? Is that correct?

Not on WordPress.com at this time. If you self-hosted your own WordPress installation, then yes you could utilize those. If you want to explore the self-hosting option, see this section in our Moving a Blog support page.
