Retrieving a blog address that no longer exists

When creating a new blog the blog address I’m interested in says it’s already taken, but when I go to the link (chadascinco.wordpress.com) it says: “chadascinco.wordpress.com is no longer available. The authors have deleted this site.”
If it’s not being used, why can’t I use it?The blog I need help with is: (visible only to logged in users)

The authors have deleted this siteSimply stated you can’t register any deleted blog URL because deleting any blog URL is a permanent and irreversible act, just as the multiple warnings required to accomplish site deletion clearly state. Once the verification link for deletion is clicked the blog URL is forever gone, gone, gone. http://en.support.wordpress.com/delete-site/
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
