  Not a clue how to make one.
  I can find no reference at all to a sticky post in my dashboard.
  Help …?

  It’s the same no matter what theme you are using.

  In the Post Editor, in the Publish module>Post Visibility. See here: http://en.support.wordpress.com/posts/post-visibility/ and remember to update your post.
