  Is it possible to find Revolution Lifestyle Blue theme on wordpress.com and use it for the theme on my new travel writing blog I’m trying to get set up?

  No it is not possible.
  Themes that cannot be found in the theme browser cannot be used.
  ( Dashboard => Appearance => Themes )
