Roaming IPs and school filters

We are a school that uses iPads and static ip addresses, Word press editing has a non static IP address, so when our editors are trying to create new posts, simple HTML only appears. Our Tech coordinator says that it is a roaming Ip that our Websense filter blocks and that he can not open it without removing all Filters. We would like to have all students using WordPress, do you have any suggestions?
This help is needed for http://thefirstmint.wordpress.com , our school newspaper, not my personal blog. thanks.

You write that you see only simple HTML when you post – I’m not getting a clear sense of what that might look like. Could you take a screenshot? Here’s a bit more information about how to take a screenshot:
