How can I make a list that moves up after deleting from the top? example delete word from top and automatically the rest of list moves up.

You mean a numbered list? You write the list in the visual post editor, highlight it, and click the “Ordered list” icon. Then deleting the first row will make the next item become number one etc. But what use can that possibly be?
