what is the url for a comment rss feed? In other words, how to I generate a rss feed link? If it is already there, how to I find it to subscribe in my RSS reader?

The addresses are in the Meta widget, but you can also manually type them. These are the formats:
Your main blog feed:
http://your_blog_name.wordpress.com/feed/Comments feed:
http://your_blog_name.wordpress.com/comments/feed/Tag/Category feed (you have one for each tag you use):
http://your_blog_name.wordpress.com/tag/tag_name/feed/
