Rules on contents of posts and of text widgets?

For reasons stated here many times, WordPress.com strips out javascript and a few other things that might present security risks. It does so from posts and from sidebar text widgets.
My question is: are the rules for posts and the rules for text widgets identical? This question occurred to me during my recent attempt to include AddThis code in a post. It’s more of a curiosity question than a support question, but I doubt that I’m the only person interested in the answer.

the only difference i can think of is the <iframe> tag, which is only usable for special sites, and only in posts. other than that, i think text widgets and posts are the same.

comments are another matter. the only tags that work there are a, blockquote, em, code, and strong. (i just tried an OL a minute ago, and that didn’t work).
