You could either delete some of your old photos that you no longer need or upgrade your WordPress.com plan:
    https://wordpress.com/pricing/

A premium plan ($8.25 per month, billed yearly) will give you 13GB storage and a business plan ($24.92 per month, billed yearly) will give you unlimited space.

Thanks Geoffrey. If I delete photos will they also disappear from the write up where the photos are attached?

Images and media you upload into your media library and embed into posts and pages are on wordpress.COM servers. They remain visible unless or until you delete them from your media library. Deleting them from your media library also removes them from every place you embedded them in the blog and leaves behind broken links.

Staff cannot restore images you delete from your Media Library. You have to upload them all again, and then fix every broken image link in every post/page it was embedded into previously.

If you upload lots of images you can exhaust that free space allocation quickly. Currently, the only way to get an extra space allocation after you upload the images again, is to purchase an upgrade bundle. https://en.support.wordpress.com/space-upgrade/

IMPORTANT NOTE: Deleting blogs and/or blog content or making the site private does not remove indexed content from the SERPs (search engine page results) and we cannot help with that. Google and Bing only clear their caches of deleted indexed content that produces a 404 (page not found) every 3 – 6 months. To completely remove an entire page from Google search results after it produces a 404 (page not found):

I have the problem of having used up the free photo space allocation. I deleted photos to get more space, not realizing that it would delete the photo from the blog posting, not just the from the media library. So now I have a number of blog postings with text only. A fellow WordPress blogger asked if I were resizing my photos before uploading them to WordPress. She has been blogging longer than I and still has plenty of free space. I then realized the I had been uploading very large files that used up all of the space. If the photo is uploaded and then edited to rescale the photo to a more modest size, then it won’t use up so much space when it is published to the post. My problem is that although I have gone back and rescaled, downsizing many of the photos in the media library and therefore should be using less space, WordPress still says that I have used up all of my free space. I would really appreciate hell with this!
