Running out of storage space

Is the only way I can get more than 3 GB of storage to purchase the $8 plus a month plan?

If you upload lots of images you can exhaust that free space allocation quickly. Currently, the only way to get an extra space allocation after you upload the images again, is to purchase an upgrade bundle. https://en.support.wordpress.com/space-upgrade/
According to staff, that option is no longer available. It’s only available as part of an existing (non-expired) plan.

So, I am ready for an upgrade. Can I just purchase the $8 plus a month plan? Will all my pictures remain in my library, as I have deleted most of the originals from my computers?
