Ryu: Disable comments and make Home page static

Hello, read through all comments and support but still not finding answer–or found answer, I thought, but it’s not working on Ryu theme-
1. Want to disable ALL comments and “Reply” –I know to go into comments and discussion uncheck all etc but the comments and “Reply” still shows even after I delete.
2. Want my home page to be static–and perhaps save the Post page (now my home) for when i want to add blog to site (not now). again, tried to go up and down menu, change title, etc.
How can i make home page static? Like Carmen’s (she somehow made her original home page (that you can post to)–her blog.

All WordPress blogs by default have comments open on all Pages and Posts. You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

By default the front page of your blog displays all published posts (not pages) in reverse chronological order, with the most recently published post on top. That is for the convenience of your returning visitors, who come to read your latest post, and who are not likely to be happy with being compelled to click through the same static page with the same blah, blah, blah on it every time they visit the blog looking for the latest post.
However, if you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for posts. To do that create two pages first http://en.support.wordpress.com/pages/
After you do that you go to > Settings > Reading and make the designation change and click “save changes”.

Comments: Did all that timethief, esp the obvious– disable comments boxes–yet still seeing this :

Nope. Go to a Page, Edit, screen options UNCHECK ALL–yet damn replies and comment options still show up. even though boxes unchecked.

My Management page, when you click doesn’t give an option. Which is perfect. I just want to use it as a label for options below.

What’s weird is I’m not getting the option to redirect the URL above the Navigation bar (when editing in Menu)–which would solve the problem above (by inserting “#” in redirect URL).
