Safe Mode (lightweight) dashboard for slow internet

  I have very slow internet connection, and it takes on average 1-2 minutes for dashboard to be completely loaded and functional each time I log in, and another 1-2 minutes for each menu I navigate into. sometimes the page doesn’t load at all.

  Does WordPress have a ‘safe-mode’ dashboard, the one like ‘switch to html version’ commonly found in webmail sites? Or maybe somebody here can share suggestion for alternative way of posting/maintaining the blog which is more friendly for slow internet, such as an excellent blog management software

  I use Windows Live Writer to make my Posts (or Pages) on my PC then I upload the new Post and do the final check on line. If you have a Mac there are similar programs available.
