Message from IE is “the authors have deleted this site”, whereas this blog has not even been created. When creating error message “site is already in use”. How can i get to the point that the site is made available again?

gone is gone forever, once a site is deleted it will not be recycled. You need to pick a different name or buy a custom domain name and domain map it to a blog here

Like auxclass says deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
