Is there a virtual sandbox type environment we can develop a WP.com business site in? We need a solution that’s hidden to search engines for development and testing.

You are welcome to create more than one blog on your account, although you would need to have the upgrades you wish to use active on each blog.
However, you can develop your blog with the privacy settings turned on so that only registered users can view the site, or it can be public but not searchable by search engines.
