I’m new to CSS and am looking for help with adding a header and background that’s scrollable and scalable depending on the users browser. For an example of what I want to do please see wholelottalovely.wordpress.com – my inspiration site. Thanks!

If you are new to CSS, what I would recommend is to do some searching on the internet and find an existing sandbox skin and then modify that skin to get what you want. Sandbox, being a completely blank canvas is quite a project for someone just starting out. At the very least if you can find a skin that has the general elements you want, it will give you a good guide to go by when creating your own.
Here is a start: http://sandboxskins.mycoolrealm.com/ .

That site is created with the clever use of background and header images. If you don’t use it already I would recommend downloading Firefox and the Firebug add-on so you can look through the HTML and see how the CSS relates to it.
You haven’t asked for any specific help so we can’t be of much use. Do you already have the images you want to use or a photoshop mock-up of how you want the site to look?
