I’ve submitted a request to have this option added to the language settings on WordPress.com.

I’ve heard back from our developers We use a specific set of views to assess a good experience in a language, specifically the first five listed here:
https://translate.wordpress.com/views/projects/wpcom/skr/default
For Saraiki the percentages for these are very low. We need to get them to the high nineties to enable them.

In first five categories: New User Signup Flow, My Site, My Account, Reader and Browser Notifications more than 90% are required. Tell me that I understood correct or not?

What link for WordPress.org are you speaking of? All WordPress.org translations reside at translate.wordpress.org.
The views I mentioned above are specifically for WordPress.com, and I have given you the link to get to those views above.

ok, This mean that views be translated on WordPress.org word press 5.00 is translated fully on WordPress.org Or are 4.1 to 4.9 all necessary?

This has nothing to do with the WordPress.org translation. Those screens are specific to WordPress.com, and the language cannot be added on WordPress.com before those screens are translated.

for enabling Saraiki. -
Typically we look for 90%+ to enable the translation. Less than that and people will have a confusing experience working between multiple languages.
