Saving the data of your website you made in wordpress

The problem I am having is that I had someone build me a website in Word Press. I asked him to save all of my websites as he had to take them down from his hosting site because he said the account was hacked. I paid him a lot of money to build this site. When I asked him to retrieve my files from his own personal files, he said that the data base was gone. He said he could not retrieve it, but he had all of my graphic pages I made. So I was told that Word Press asks you if you want to save all of your data as you are going along making the website. Is this true? If so, then would it be impossible to lose all the data from when you put the finished product up on your hosting site? Wouldn’t you have the back-up in your files on your computer if you had been saving the data base you were creating as you went along making the website for the customer?
He told that it is not his problem that the data base is lost. Yet, I paid him for the website and it is useless. Could someone please educate me on this as I am taking him to court for losing my data from Word Press. Thank you so very much.

Yes and no. You’re asked to save it to the database, not to your own computer.

Sounds like your site was not hosted on WordPress.COM but was a WordPress.ORG install since you mention the developers servers – so I doubt your content is here in any fashion

Any developer that does not have a solid backup plan in place is not competent or is an idiot
