  can u make a scalable img map in the free or personal WordPress.com plan? (Like an svg img map)?

  For security reasons, certain HTML tags are not available/allowed on a WordPress.com site. SVG is one of those tags, so you won’t be able to use that on a site with the Free or Personal plan.
