Scaling Option in Media Library No Longer There

  Hi,
  There used to be an option to scale a photo in the media library after uploading it. It would be able to scale down a phone by dimensions, I remember that it gave this option after you clicked edit photo. For some reason, this is no longer available when I click edit photo, I am only able to either crop, flip, or rotate. I was just using the scaling option two days ago and have no idea how to get it back. Any help is appreciated
