Scammed by web developer

I bought a WordPress for business on 5/1/17 at advice from a web developer I had hired.
I’m not the smartest person when it comes to building websites and it seem’s he has done nothing. the domain is partyat.party and partyat.us
I’m trying to close out all this mess and see if I can get my money back. I have paid him a lot of money and just figured out he’s scamming me. I don’t even know if this is reaching someone at WordPress because they have no phone number to call and the button below is saying ask in the forum. my regular email is (email visible only to moderators and staff) and I can be reached at [redacted]. If anyone cares to help it would be greatly appreciated.The blog I need help with is: (visible only to logged in users)

WordPress.com provides a 30-day refund from date of purchase on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
The refund period for Domain Registrations and Renewals is 48 hours.

Both partyat.party and partyat.us were registered through GoDaddy. If you purchased these domains, you can login to your GoDaddy account and manage the domains from there.

We are only able to makes changes to sites and upgrades if we have permission from the account that owns them. officalpartyat is the owner of the both the site and plan so they will need to contact us to request any changes. Are you able to login to this account?

We are able to refund plans if they are cancelled within 30 days of purchase:
The Business plan for partyat.party was purchased several months ago so we are no longer able to refund it.
